spec clarification request: scheme omission

Hello,

The spec says, at 1.2, that:

"<URL> is a UTF-8 encoded absolute URL, of maximum length 1024 bytes.
If the scheme of the URL is not specified, a scheme of gemini:// is
implied."

Is this supposed to allow one or both of

   //hostname.domain:port/filename
   hostname.domain:port/filename

as synonyms for

   gemini://hostname.domain:port/filename

?
