The Gemini Assigned Protocols Authority (GAPA)

Similar to the Internet Assigned Numbers Authority (IANA), but for gemini/text links.

Could provide protocol assignments profile of registered gemini/text links URI schemes, ala mailcap: GEMCAP.

Nothing prescriptive, but rather normative. A MAY,  RFC wise.

This could provide an organizational principle to the URI space. A guidance. A norm.

GEMCAP could manifest itself as a network accessible, version controlled, gemini/text document maintained by the community.

From the mailcap introduction, dated September 1993:

"The electronic mail world is in the midst of a transition from
single-part text-only mail to multi-part, multi-media mail.  [...]

Various parties have demonstrated extremely high-functionality
multimedia mail, but the problem of mail interchange between
different user agents has been severe.  In general, only text
messages have been shared between user agents that were not
explicitly designed to work together.  This limitation is not
compatible with a smooth transition to a multi-media mail world."
