Turns out I must've stayed up too late writing that email because I
completely forgot that the size I referred to for my generator didn't
take the exported file's PEM encoding into account. Welp, that explains
a lot!

An updated comparison: 412 bytes from my own program versus 424 bytes
from gemcert. Not much of a difference this time around.
