We can file for a provisional registration without spending the time discussing it on the uri-review mailing list. The things we need for a registration request:

 - Name: `gemini` works, and follows the syntax required.
 - No duplicate: There isn't a gemini registration yet.
 - Contact information: I feel like along with solderpunk, we should also register someone else as another point of contact, just in case solderpunk disappears for a while.
 - Permanent, citable specification: The Gemini spec, maybe specifically link the section where the URI scheme is defined?
 - Security considerations: mention TOFU?
 - Differences from Section 3: none that I know of?
