They're case insensitive.  The GNU Mailman docs don't actually seem to
answer your second question.  I would tentatively guess that an email
*can* be in two topics.  The topic markers are specified as regular
expressions, so if a subject matches against both expressions I don't
see why it wouldn't get sorted into both categories, but we'd have to
actually test it out...
