Alternatively, ignore them, but explicitly. i.e. some verbiage to the effect of "while fragments are allowed in IRIs, they do not have any special meaning in gemini".

Perhaps someone will come up with an interesting use case in the future. 

In the meantime, fragment = undefined behavior for now.
