I'm pretty sure this is not true. In all cases (uri/iri), percent encoding is allowed for any character, so the server has to percent-decode paths segment before using them to match a file.

Unless gemini goes for a more severe specification which only allows percent-encoding for reserved characters. But this may break a lot of client code.
