Alternative/additionally could we use the X.509 certificate structure to shoehorn such information? There are a lot of free form text in there...

Both in term of language negotiation: META matches the client certificate, if any. And tagging: the server certificate advertise the META language.

A bit of a side-channel, but why not. Perhaps overdoing it though.
