I agree with what has been said by some, the text in META should be in the same language as the rest of what the server is hosting.
If it is a multi-language capsule, most likely there is an indication in the address to convey language choice. Or in the session if using client certs or whatever to keep a session open.
In all cases, the server knows in which language the pages are and should use the same one for META.
