Enable mailing list mode and you can use Discourse through email

Brass Goggles appears to have Tapatalk support (http://brassgoggles.co.uk/
forum/mobiquo/mobiquo.php) so it's possible to make a non-web viewer.

There's also NNTP/Usenet. IIRC groups can be hosted on their own server or
as part of the actual Usenet network.
