Not always online capsules

A while back I came across this project:

They try to route traffic to the currently on server.
That would require that capsules are hosted as a few copies. I
guess. But small groups of folks doing hosting at home could do
this. I don't know the technical details involved. And it seems
to me that still some component must be always online.

If a capsule is down today I try it tomorrow again.
If a capsule registers new content to Antenna, I can see, it's
changing, i.e. "not dead".
