Immediately below that line in the spec:
"Square brackets indicate that the enclosed content is optional."
So while <whitespace> itself can't be empty, the token can be omitted
which allows for link lines of the form
=><URL>[<whitespace><USER-FRIENDLY LINK NAME>]
